Get payment configuration
/v1/merchants/{merchantId}/payment-configReturns the merchant's payment provider, fee tier, your reseller pricing on top of the tier, gateway settings and transaction limits. The effective limits (max_transaction, xpress_sale_limit) fall back to the country default when the merchant-level value is unset or 0. The raw merchant_* and country_* values are returned separately. buying_rate_* is your reseller's cost rate for this merchant, and is null when no rate is on file. Returns data: {} when the merchant has no gateway customer record. The merchant must belong to your reseller, otherwise 404.
